SOLUTIONS FOR CITIES AND COUNTIES

Many Cities and Counties, as well as, their Prime Contractors are responsible for the oversight and reporting requirements for Davis-Bacon Act, state and/or local prevailing wage laws, workforce analysis, local hiring, Project Labor Agreements (PLAs), and/or Housing and Urban Development (HUD) on their public works construction projects. LCPtracker can help any City or County Department to become quickly compliant with required reporting.  These departments may include:

  • Public Works
  • Engineering
  • Housing & Community Development
  • Energy
  • Airports
  • Transportation
  • Parks & Facilities
  • Public Utilities (Water & Sewer)
  • Redevelopment

LCPtracker allows all contractors working on these projects to electronically submit employee demographic and certified payroll information to the system. LCPtracker’s advanced validation engine and demographic tracking make all required reporting extremely efficient and quick.

Solutions for Energy

LCPtracker assists the energy industry in maintaining compliance and enforcing the provisions of the Davis-Bacon Act and Contract Work Hours and Safety Standards Act (CWHSSA). Types of energy projects that may fall under Davis-Bacon include: solar, wind, biomass energy, energy efficiency, and geothermal energy. Agencies, as well as, prime contractors, overseeing energy projects using LCPtracker, have the assurance that the system is cross-checking certified payroll data to the assigned wage decisions, as well as, checking for other errors and omissions.

LCPtracker is dedicated to assisting Department of Energy (DOE) National Laboratories, their Prime Contractors or Construction Managers, and the Energy Industry as a whole. LCPtracker has passed rigorous IT security assessments, and its cloud-based solution is secure. LCPtracker provides protection of any PII data collected and is FedRAMP compliant.

SolarCity

"I think it is a user friendly and powerful tool for tracking and reporting on prevailing wage projects. It takes the guesswork out of determining the wage rates and classifications for projects. The validation settings allow for customization and assurance with labor compliance issues such as overtime and holiday pay."
Carmen McTiernan, Payroll Manager

Lawrence Berkeley National Laboratory

"Use of LCPtracker has greatly enhanced our ability to monitor Davis-Bacon compliance at Berkeley Lab."
Sarah Eary, Manager of Construction

Labor Compliance Services

"LCPtracker provides an efficient and cost-effective prevailing wage/Davis-Bacon electronic signature software system which allows Agencies and Contractors to become quickly compliant with US Department of Labor and the Department of Energy regulations."

Solutions for Transit

LCPtracker assists state Department of Transportation agencies (DOTs), Transit Authorities, Ports, Airports, and cities/counties receiving transportation funding with maintaining compliance with Federal Davis-Bacon and/or State prevailing wage regulations on transit projects. Agencies and Prime Contractors are able to track, monitor and report on apprentices/On the Job Trainees (OJTs), as well as, generate reports for FHWA (like the 1391 and 1392 reports) and Target Hiring/Workforce Reporting. All contractors submit Certified Payrolls and related labor compliance documentation online and LCPtracker’s exclusive validation engine ensures that payroll data submitted meets prevailing wage requirements.

Nevada DOT

"Our challenge was to implement a reliable and cost-effective system that would track payroll data. LCPtracker came through with flying colors. The cost of the service is insignificant. The benefit has been great. After a very short training period, we find our agency, the contractors and subcontractors are very pleased with the system. It has been a win-win situation for both the agency and the contractors."

Arizona DOT

"ADOT has been working with the lCPtraclter System since early spring 2008 and currently processes thousands of certified records a month with over 1700 contractors and subcontractors signed up and using the system. LCPtracker’s data collection makes any audit, smooth, quick, and painless because all of the necessary documentation is in one place with the click of a mouse! ADOT wished for an electronic system that could accommodate our volume. After a competitive bidding process we found a vendor who understands our requirements and is flexible to suit our needs."
Lenyne Hickson

New Mexico DOT

"In addition to using LCPtracker for NM DOT projects, it was decided to implement the LCPtracker software statewide for local government projects as well. This decision was based on the fact that LCPtracker is able to meet the federal reporting requirements for both FHWA and ARRA/Stimulus Projects."

Solutions for Housing

LCPtracker assists Housing Authorities and city housing departments in maintaining compliance with Davis-Bacon, Contract Work Hours Safety Standards Act (CWHSSA), Fair Labor Standards Act (FLSA), Section 3, and Housing and Urban Development (HUD) regulations. All contractors submit certified payroll and employee data electronically, which is subjected to a number of validation checks to ensure compliance with prevailing wage, overtime and other HUD requirements.

Contract administrators can be confident that proper prevailing wage and fringe benefits are being paid, deductions are accounted for, apprentices are approved and monitored, and Section 3 employee data is captured. Payrolls can be easily reviewed by prime contractors and/or labor compliance officers. Penalties and wage restitution can be automatically calculated for those contractors who are found to have an underpayment. Audits by HUD Labor Relations or Department of Labor (DOL) staff can be done quickly and efficiently, with all data catalogued and stored electronically.

Public Building Commission of Chicago

"In using LCPtracker, Chicago PBC is able to run their own labor compliance program without the use of a consultant. Our program is extremely efficient and well-run, with contractors and subcontractors electronically submitting their reports in a timely fashion. We have saved an enormous amount of money and are extremely pleased with the accurate and real-time reporting. In addition to these benefits, the relationships between the contractors and PBC staff are less contentious because there are no discrepancies about the data within the certified payrolls."

City and County of Denver

"The City and County of Denver is nearing completion of a $250 million justice center. For this project alone, we currently have over 7400 payrolls submitted with LCPtracker. If this project was done with paper payrolls I believe it would have taken one full time person to audit payrolls and file the paper coming in for this project. We saved hiring that additional person, saved space, and the yearly cost to archive the payrolls once the project was completed. The city has logged more than 50,000 certified payrolls electronically over the last three years, LCPtracker saved our city many administrative hours!"
