Nevada Department of Transportation

Nevada Department of Transportation was considering automation software to be utilized for the $400 million I-580 GALENA BRIDGE project that was just about to start. With such little time available, (only 5 weeks to the go-live date), Nevada DOT needed a quick, reliable, and cost-effective solution. LCPtracker™ software was called in to facilitate the job. On August 7th, LCPtracker was asked to implement their prevailing wage software, with the requirement to have all contractors submitting certified payroll online by Sep 15th. The two major contractors, Fisher Industries and CC Myers had over 30 subcontractors combined. Fisher industries had to be able to track over 100 employees weekly using an automatic interface to their accounting system.

Steps to success that were taken:

1. August 15: Initial Training to familiarize NDOT and Contractors to the new web system and to learn how to submit certified Payroll data to NDOT.
2. August 20: Prevailing Wage craft data loaded.
3. August 25: Subcontractors trained to use the system (training done via the web.)
4. September 5: Fisher Industries accounting interface completed.
5. September 7: Subcontractors enter first Certified Payrolls.
6. September 15: Go-Live: All Subcontractors entering each and every Certified Payroll.
7. October 24: One hundred and twelve successfully entered Certified Payrolls into LCPtracker.

Roc Stacey of Nevada DOT, the manager in charge, had this to say:

1. LCPtracker found that one contractor’s current reporting involved submitting employees with non-matching craft names now corrected. They were also submitting employees with the same craft multiple times due to their cost center reporting. This is now fixed.
2. A better defined apprentice checking method is now being validated by LCPtracker.
3. Another contractor realized their existing report did not report fringes properly and this has been corrected.
4. Several subcontractors had selected the wrong craft and got notices that allowed them to correct the error and report correctly.
5. LCPtracker Late Report allows NDOT to quickly see anyone that is about to be late so they can be notified to submit, thus avoiding fines for the contractors.
6. Communication with all the contractors has been quick and easy because LCPtracker keeps an updated list of all contractors for easy communication.

LCPtracker is a web-based software program from LCPtracker, Inc. that minimizes paperwork and labor hours when enforcing a Labor Compliance Program on public works construction projects. LCPtracker creates a 50 to 70 percent reduction in administrative labor hours needed by our clients to manage the Labor Compliance Program. This reduction is achieved by the contractor entering all of their information into an online certified payroll web environment. LCPtracker will flag any error or omission discrepancies the contractor may have on their report. The contractor has immediate feedback of any violations. LCPtracker, Inc. maintains and upgrades the software to keep up-to-date prevailing wage rates and notifies all parties involved of any violation.

This software reduces the hours that an organization would spend reviewing certified payroll records manually for errors which results in significant cost savings for our clients. For example, a manual payroll validation has many mathematical calculations which must be performed on every payroll record submitted. LCPtracker software does the math automatically, creating notices to the contractor and potential violation notices to the Labor Compliance Officer each time a problem is found. Additionally, it checks for apprenticeship ratios, EEO and workforce goals, underpayments, lack of overtime, and much more.

LCPtracker software will make sure that information provided matches information gathered at onsite interviews: that job classifications are listed correctly, apprentice stages are accurate, social security numbers are entered, addresses and other information provided about each worker, and any other discrepancies the Labor Compliance Officer may find. Overall, errors and issues are dramatically reduced because LCPtracker is a proactive system that standardizes all data and notifies every user of potential problems during data entry. LCPtracker does dozens of validations automatically for our clients.

I was given this project and was told to "Make it work without a hitch.” I have to admit that I thought implementing this on a $400,000,000 job would be impossible. However, I was pleasantly surprised. I found that LCPtracker was, and is, extremely easy to work with. After a few on-site visits with contractors, and some phone calls to provide assistance to them, we are up and running very smoothly. The system is awesome for catching errors that could have been overlooked. Even those contractors that were initially very resistant, are now using the system, and find it really easy. To date, the feedback has been extremely positive.
